 Washington, D.C, Metro Area - Health and Biomedical Communications and Public Affairs Team

Outreach Process Partners (OPP) is searching for candidates to support a national medical research program. The project requires the planning, implementation, and management of diverse communications activities. Activities range from answering questions through consumer-oriented public affairs clearinghouses to the development of national exhibit programs and comprehensive public awareness, education, and prevention campaigns.

Teams compiled of staff with DOCUMENTED EXPERIENCE in national or state medical research initiatives will create the campaigns. The skills required are an understanding of the public mission, mandate, and vision of national medical and health programs. Experience and the ability to work with a wide variety of media, including but not limited to audio-visual, print, display, and computer-based media is highly valued.

Candidates must have DOCUMENTED EXPERIENCE:

  • Helping shape and execute Federal or State health communications efforts;
  • Integrated marketing and communications planning in national health or biomedical communications;
  • Educational background and training in health or biomedical communications;
  • Managerial experience in health or biomedical communications;
  • Managerial experience including employee direct reports (hiring of, managing of, etc.)
  • Technical competence implementing national, Federal health or biomedical communications programs or campaigns;
  • Conducting and evaluating market and focus group research;
  • Developing creative advertising and professional training materials;
  • Managing similar health or biomedical contracts of large size and technical complexity for quality control and benchmarks.

 Candidates will be required to meet security requirements, but do not require a current clearance.


Specific Job Requirements per Position:

CORPORATE MONITOR: Provides leadership and oversight to the management and consulting division of the contractor. Manages staff, project execution, contract compliance and deliverable schedules for division projects including media, marketing, graphics, website design, video production and other communication activities, outreach, market research, and analysis.
Minimum Education/Experience: B.A. /B.S, and (8) years of market research, marketing, communications, or consulting experience in national health care.

PROJECT DIRECTOR: Responsible for planning, developing, implementing and evaluating overall program policies and directing subordinate managers/staff. Directs and manages the operation of several programs/projects. Administration/management/monitoring responsibilities include, but may not be limited to: establishment of goals, objectives, performance requirements, standards, and accountability, administration of program costs, budget, and management and operation of programs.
Minimum Education/Experience: Masters degree or equivalent professional degree in a related field, and a minimum of (10) year's related experience or an equivalent combination of experience and training in health care that provides the required knowledge, skills, and abilities.

SR PROJECT MANAGER: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system). Able to assist the Project Director in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Project Director, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules and the task order(s) are implemented in a timely manner.
Minimum Education/Experience: B.A. /B.S. degree in business or other related discipline. A minimum of (12) years experience of which at least (7) years must be specialized in project development from inception to deployment and demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.

PROJECT MANAGER: Provides management of project activities, personnel and administrative functions related to specific tasks and insures that technical solutions and schedules are implemented in a timely manner. Directs and manages staff assignments and monitors product quality and insures project milestones meet deliverable schedules, and reports on project status to the Sr. Project Manager.
Minimum Education/Experience: B.A. /B.S. in business, media, computer science, marketing, or other related training.

SR ACCOUNT EXECUTIVE: Responsibilities include but are not limited to reviewing and approving transactions conducted and performed by Jr. and Sr. account representatives, certifies ledger accounts, authenticates financial reports, conducts financial audits.
Minimum Education/Experience: M.S./B.S in Accounting and (7-10) years experience as an Account Executive including (4) years of supervisory responsibility and (7) years of Event Contracts.

Manager, Outreach Services
Seeking a seasoned, senior-level PR professional with at least seven years of agency/consulting experience with Federal agencies or Fortune 500 Corporations. The ideal candidate will have proven project/account management experience that includes managing staff supporting major accounts of at least $1m/year in billings.

We're looking for a person who will lead and mentor to junior staff. You must bring experience developing and executing strategic, integrated outreach/marketing campaigns-leveraging both traditional communications as well as new media strategies. Your background must demonstrate excellent listening, organizational skills, judgment, and the ability to grow accounts. 

A Masters Degree with Accreditation from PRSA, IABC and/or PMI is preferred. Management experience providing strategic communications in government, insurance, IT, transportation, environmental, and/or disaster response industries required.

Manager, Community Relations
As Manager of Community Relations, you will work on-site with our client handling all aspects of outreach to the local community. The ideal candidate has a minimum of seven years of government or non-profit meeting planning and strategic communications, or agency PR experience service government or non-profit or civil/environmental engineering clients. An understanding of environmental justice issues, especially as it relates to the minority community, is a plus.

Candidates must have demonstrated experience helping craft messages in PowerPoint, coaching engineers in presentation skills, handling meeting logistics, taking notes and preparing meeting summaries. Candidates must be proficient in MS Office applications (Word, Excel, PowerPoint) and have a minimum B.A. in marketing, communications or related field.

You must have excellent listening, organizational skills and judgement--and the ability to work on multiple assignments simultaneously. This position requires some evening and weekend work. An average of 50 hours per week is expected (and will be compensated). Excellent writing skills are required and finalists will be asked to take a writing test.

Outreach Specialist
Seeking Outreach Specialist with 2-4 years agency PR experience. If you want to be challenged, like to wear many hats, and desire to provide an important public service -- this is the job for you.

The ideal candidate will have project/account management experience that demonstrates excellent listening, organizational skills, and judgment. We're looking for a person who is both a leader and a do-er.

You must be a team player with strong interpersonal, verbal and written communication skills, and the ability to work on multiple assignments in a fast-paced environment. Proficiency in MS Office is a must. Adobe Creative Suite and web/flash experience a huge plus. Must have BA in marketing, advertising, communications or related fields.

You will work directly with clients researching information, interviewing stakeholders, preparing collateral, creating web content, pitching media, setting up public meetings/open houses and developing communications strategy.

Experience in tourism, government, IT, environmental, or engineering industries preferred.
